Liberty to Commission Custom Outdoor Sculpture for City Hall

The Liberty Arts Commission is now accepting applications for a custom commissioned sculpture for the front entrance of Liberty City Hall located at 101 E. Kansas Street in Liberty, MO. Funded by the Transient Guest Tax, this is an exciting opportunity to add new, permanent art to the front of the building that was renovated in 2023.

Artists looking to apply must meet the following eligibility criteria:

  • Resident of the United States.

  • Experience with outdoor installations with environments and ecosystems similar to Missouri.

  • Experience executing ideas from concept to completion and meeting a specified budget and timeline.

Applications will be reviewed by the City’s Public Art Panel, which includes members of the Liberty Arts Commission, stakeholders and City staff. Each submitted portfolio will be reviewed based on:

  • Artistic excellence: Works of art in the portfolio are original, innovative, of exceptional quality and enduring value.

  • Relevant prior experience: The artist has created projects of a similar scale and budget and has experience coordinating with multiple stakeholders; or is jointly submitting the qualifications of a collaborator that has created such projects and has such experience.

  • Clear understanding of the project: Works of art in the portfolio indicate that the artist is likely to be sensitive to the social, economic, cultural, historical and physical context of the site and the surrounding neighborhood, either existing or planned.

  • Durability: Works of art in the portfolio utilize materials and processes likely to contribute to the longevity of public works of art, especially for projects that will be located outdoors. Or artist is willing to adopt such practices by collaborating with a partner with relevant specialized experience.

After the initial application and portfolio review, three to five finalists will be selected to create and present a concept design to the Public Art Panel. Each finalist will receive a stipend of $1,500 for this phase of the application process.

The final selected artist will be paid $100,000 to include finalizing the design, fabrication, travel and installation with 50% paid upon signing the contract and the remaining 50% paid upon installation.
